Currently neither business nor state by themselves can not solve social and economic problems of territories most of which were inherited from the times of state-controlled economy. Today it is obvious that social and economic development of regions directly depends on the degree of business and authorities’ relationship, mutual search of opportunities for successful social climate creation. This issue is of high importance for the UMMC enterprises as most of them are township-forming companies and providers of 40-90% of local budgets. Social and economic partnership means for UMMC mutually agreed activity of the companies, regional and local authorities for provision of stable social and economic development of municipal unions and regions; tendency to mutual cooperation development for implementation of social programs guaranteeing the rise of population living standards. Therefore UMMC initiates open and constructive dialogue with local authorities of all cities and regions of UMMC enterprises location and offers variants for social and economic problems solving.
Realizing the importance of concerted actions in development of UMMC enterprises and solving of social and economic issues in the territories of enterprises location, UMMC concludes agreements on social and economic partnership with subjects and municipal units of the Russian Federation.
In 2006 UMMC has concluded and executed in full agreements on cooperation and social and economic partnership with the Altai territory Administration, Government of Bashkortostan Republic, Kurgan region Administration, Government of Orenburg region, leaders of North Ossetia-Alania Republic, Government of Tyumen region and Government of Ulyanovsk region.
Moreover, since 2004 the company has been continuing to realize social responsibility program ‘Vmeste’ (‘Jointly’), 2004-2008, in the territory of Sverdlovsk region where most of UMMC enterprises are located.
In 2006 UMMC and company enterprises have also concluded and performed in full agreements on cooperation and social and economic partnership with a number of municipal units: Novoskhluikhinskiy village union, Rubtsovsk region, Altai territory; Akyar village, Khaibullinskiy region as well as Khaibullinskiy region, Bashkortostan Republic; Salair, Kemerovo region and Gai, Orenburg region.
The main directions of partnership with the subjects of the Russian Federation and municipal units are:
- in the sphere of economic policy:

development and upgrading of plants, increasing of capacity and product differentiation;

realization of investment projects aimed at business development;

taking actions aimed at power saving;

timely tax and other payments to the budget of all levels;

employment ob population, personnel training, preservation of the existing working places and providing of new ones;

taking actions aimed at ensuring of occupational safety;

taking actions aimed at ensuring of environmental safety and protection;
- in the sphere of social policy and social guarantees:

timely payment of salary, compensations and bonuses, increasing of wage level;

financing of programs provided by enterprises’ labor contracts;

realization of the Charity fund programs ‘Children of Russia’;

rendering of assistance to the retired, veterans and the handicapped;

realization of medical programs at the enterprises and rendering assistance to medical institutions;

realization of housing program;
-
investment in construction and maintenance of social and cultural facilities;

holding of public, cultural, recreational and sports events;
-
participation in construction of hydraulic structures, streets development, road repair.
Similar agreements are being prepared for signing in other regions of UMMC enterprises current location. Moreover, participation of UMMC in different social organizations provides establishment of constructive dialogue with the authorities. For example, direct participation of UMMC allowed foundation of the Union of metallurgical complex companies within Sverdlovsk region. Andrey Kozitsyn, General Director of UMMC, is the president of the Union. Thanks to the Union metallurgists interact effectively with the government of Sverdlovsk region on such issues as optimization of interbudget relations, energy supply, housing and utilities infrastructure. Committee on metallurgy of Chamber of Commerce and Industry of the Russian Federation solves such matters at the federal level. Andrey Kozitsyn is the head of this Committee. |
