In the document “Policy of UMMC in the field of industrial safety, labour and environmental protection” is stated that “strategic aim of the company at the beginning of the 21st century is to become one of the leading world companies.” This task is considered to be very complicated as the holding has in its structure almost 30 enterprises located in different regions of Russia. These places are absolutely non-similar in respect of social-economic and ecological situation. Moreover, mining combines, smelters and refineries ranked as basic enterprises of the holding process huge amount of natural raw materials consuming a lot of power and applying technologic processes hazardous for people and Nature. It stands for high man-caused effect of mining and metallurgical factories on the environment, health and human being. New Federal Law #184-FL (FL) “On technical regulation” dated of 27th December 2002 come into effective on 01 July, 2003 and adopted in respect of Russia to be assumped to WTO has introduced challenges for UMMC to gain world level. This Law specifies compulsory requirements to be applied and complied with the technical facilities (production, buildings and structures, processes and methods of manufacturing, operating and utilization) (Article 2 FL). Moreover safety further referred as “absence of inadmissible risk in concern of hazard to life, health, environment, including plants and animals, property of individuals and entities, state or municipal property”.
FL states international approaches to application of tactic regulation (technical regulations, standards, and compliance audit including accreditation and certification) as priority in the matters of safety and competitiveness. Execution of requirements allows:
- to arrange UMMC policy in the field of industrial and environmental safety transparent and close to the international standards, regulations and rules;
- to use potential of the relations with all interested individuals and entities (authorized bodies, investors, creditors, representatives of small- and middle-scale business, publicity, scientific and project organizations and etc.) to provide for the Company’s competitiveness in domestic and world markets.
